چکیده

Its protocol calls for Annex B counties to reduce their average greenhouse gas emissions over 2008-2012 to at least five percent below 1990 levels. It adopted a " Plan of Action. " Since no details were given at these COPs, we have to design the mechanisms. 3 3. Which Trading Rule? • Bilateral Trading Is it inefficient due to mismatching? Does the revelation of contracted prices improve its efficiency? • Auctions Double Auction Uniform Price Auction Matching Auction EPA Auction Serious problems in the EPA auction of SO 2 emissions trading : Cason (1995), Cason and Plott (1996) 4. As a first step, we check the performance of bilateral trading and the double auction. 4 5. Experimental Design • Common features No country names were announced to subjects Use realistic marginal abatement cost curves The Dual role property : every subject can be a buyer and a seller depending on the prices. The design and implementation of an international trading scheme for greenhouse gas emissions

The inclusion of emissions trading in the Kyoto Protocol reflects an important decision to address climate change issues through flexible market mechanisms. In this paper, we address a number of policy issues that must be considered in designing and implementing an international greenhouse gas (GHG) emissions trading scheme. These include how much of a Party’s assigned amount of GHG emissions c...

Tradable Permits for Greenhouse Gas Emissions: A primer with perticular reference to Europe

This paper is written as part of a two-year study of climate change policy choices facing Sweden, conducted under the auspices of the Center for Business and Policy Studies in Stockholm. As such, it aims to be a primer on emissions trading as an instrument for limiting greenhouse gas (GHG) emissions under the Kyoto Protocol to the Framework Convention on Climate Change. The first section notes ...

International greenhouse gas emissions trading: who should be held liable for the non-compliance by sellers?

Article 17 of the Kyoto Protocol authorizes emissions trading, but the rules governing emissions trading have been deferred to subsequent conferences. In designing and implementing an international greenhouse gas (GHG) emissions trading scheme, assigning liability has been considered to be one of the most challenging issues. This article discusses a variety of the rules for accountability under...

Measuring the CO2 shadow price for wastewater treatment: A directional distance function approach

The estimation of the value of carbon emissions has become a major research and policy topic since the establishment of the Kyoto Protocol. The shadow price of CO2 provides information about the marginal abatement cost of this pollutant. It is an essential element in guiding environmental policy issues, since the CO2 shadow price can be used when fixing carbon tax rates, in environmental cost-b...

GHG regulation of transportation fuels: Comparing firm incentives under upper-bound and emission quota

Policy-makers targeting reduction in greenhouse gas (GHG) emissions have a variety of instruments at their disposal (emission taxes excluded). Policies implemented thus far such as the Kyoto protocol, EU’s Emission Trading Scheme, and the Regional Greenhouse Gas Initiative in the US north-east, suggest that the preferred instrument is an emission quota per polluter. The prinicipal activity targ...
